The Multi-Annual Financial Framework is the long-term budget of the European Union.
Financial frameworks determine budgetary limits for all expenditures and various fields of
activity of the union within a seven-year plan. With this long-term and multi-year financing
approach, all policies and programs that reflect the priorities of the Union become more
effective and holistic. Multi-year financial frameworks, which include budgetary priorities
and targets determined according to political priorities, are shaped through negotiations and
agreements between the association's institutions. The European Commission submitted
proposals and draft regulations for the 7th financial perspective, the Multi-Annual Financial
Framework for 2021-2027, in May 2018. With the approval of the European Parliament in
December 2020, the new financial perspective started to be implemented as of January 1,
2021. With this new perspective will help rebuild a post-COVID-19 Europe, which will be
greener, more digital, more resilient and better fit for the current and forthcoming challenges.
Digitalisation has the potential to provide solutions for many of the challenges Europe and
Europeans are facing. With digital transformation, the European Union is expected to
strengthen the potential of every citizen and business and to overcome global challenges with
the core values of the union. Safeguarding EU values and citizens' fundamental rights and
security is a key element of the digital transition. EU leaders discussed the digital
transformation at the Special European Council meeting which took place on 1-2 October
2020. The leaders invited the Commission to present a comprehensive Digital Compass that
sets out the EU's concrete digital goals for 2030 by March 2021. The purpose of this paper is
to analyze the 2021-2027 Multi-Year Financial Framework, taking into account the new
periodic priorities reflected in the European Union budget and the digital union target. In this
respect, the study included information about the Multi-Annual Financial Framework
expenditure categories for the years 2021-2027 and the goals of the European Union for the
digital future with this financial framework. In the study, actions towards the digital common
market, which are in line with the digital goals of the Union, were specified and the
importance of the market for the future of the digital economy was emphasized. The digital
single market strategy on the way to digital unity for Europe depends on the efficient
functioning of the single market and the removal of digital barriers.
