Tarihi olaylar ı anlamak me şakkatli bir yoldur. Belgeler ve özgün çalışmalarla aydınlatılmaya çalışılan biyografi yazımında biyo- grafisi yazılan kişinin olaylar kar şısındaki tepkisi, ald ığı kararlardaki farklılıklar, kişinin içinde bulunduğu dönemdeki ruh hâliyle de ilintili- dir. Dr. R ıza Nur’un farkl ılığı da belki de tam da bu gerçe ğe dayan- makta, yaşadığı yüzyılın ruh hâlini yans ıtmaktaydı. Siyasi yönü çok bilinen, Sağlık Bakanlığı yönünün ise çok az çalışıldığı Dr. Rıza Nur’un biyografisinin kaleme alındığı bu çalışmada her iki yönüne de ışık tut- mak amaçlanmaktadır. Tıp tarihi çalışmaları içerisinde nitel araştırma deseni kullan ılarak haz ırlanan çal ışmada, Ba şbakanlık Osmanl ı ve Cumhuriyet Arşivleri ve Meclis-i Mebûsan, Millet ve Türkiye Büyük Millet Meclisi ait belgeler, Ocak ve Nisan 1923 tarihleri aras ında ya- zarlar tarafından Osmanlı alfabesinden günümüz Türkçesine çevrile- rek çalışmada kullanılmıştır. Makale, kitap gibi ikinci el kaynaklar da araştırma sürecinde kullanılmıştır. Cerrahi profesörü olan Dr. Rıza Nur, Meclis-i Mebûsan ve Büyük Millet Meclisi azal ıkları dışında Maarif, Hariciye ve Sağlık Bakanlıkları görevlerini icra etmiş, Sağlık Bakanlığı sırasında savaş döneminde olan devletin o dönemki sorunlarını çözme noktasında mühim ad ımlar atmıştır. Bir taraftan Osmanl ı Devleti sis- temi içinde eğitim alan ve geleneksel duygularla yetişen, diğer taraftan Avrupa gördüğü sırada orada edindi ği bilgiler ve kendi gelenekselli- ğiyle çelişen Rıza Nur, kimi zaman koyu milliyetçi kimi zaman da Ar- navutları Türklüğe kar şı ayaklandırmaya çal ışan ki şiliğiyle gözlenmiştir. Öldükten sonra yay ımlanan “Hayat ve Hat ıratım” adlı yazdığı eserleriyle gündeme oturan, bu hat ıratıyla en yakınlarını dahi hayrete düşüren Dr. Rıza Nur, bugün dahi gizemini korumaktadır. Kur- tuluş Savaşı sürecinde önemli görevlerde bulunan ve hatta iki önemli barış anlaşmasında imzası bulunan Dr. Rıza Nur’un Türk siyasi haya- tına katkıları tartışılmazdır.
Understanding historical events is a difficult path. In the biography writing, which is tried to be clarified with documents and original studies, the reaction of the person whose biography is written against the events, the differences in the decisions he takes, and the mood of the person in the period he is in. Dr. perhaps the difference of Dr. Rıza Nur was based on this fact, reflecting the mood of the century in which he lived. In this study, in which the biography of Dr. Rıza Nur, whose political aspect is well known and whose Ministry of Health as- pect is rarely studied, is aimed to shed light on both aspects. In the study, which was prepared by using a qualitative research design within the studies of the History of Medicine, the documents belonging to the Prime Ministry Ottoman and Republic Archives and the Parliament of Parliament, the Nation and Grand National Assembly of Türkiye were translated from Ottoman alphabet to today’s Turkish by the authors be- tween January and April 1923 and were used in the study. Second-hand sources such as articles and books were also used in the research. Dr. Rıza Nur, who is a professor of surgery, performed his duties in the Ministry of Education, Foreign Affairs and Health, apart from the mem- bers of the Parliament and the Grand National Assembly, and took im- portant steps to solve the problems of the state, which was in the war period, during the ministry of health. Dr. Rıza Nur, who was educated in the Ottoman State system and grew up with traditional feelings, and on the other hand, contradicting his own tradition and the knowledge he gained there while seeing Europe, was sometimes observed as a fierce nationalist and sometimes as a person who tried to revolt Albanians against Turkishness. Dr. Rıza Nur, who came to the fore with his works titled “Life and Memoirs” published after his death, and amazed even his closest relatives with what he wrote in this memoir, maintains its mystery even today. The contributions of Nur, who played important roles during the War of Independence and even signed two important peace agreements, to Turkish political life are indisputable.
