Özet

Etik, bireyin davranış ve tercihlerini etkileyen doğru veya yanlış olarak değerlendirilen kuralları içerir. İnsanın eylemlerini etik açıdan değerli ya da değersiz kılan iki ana eğilim bulunmaktadır. Birincisi eylemi ortaya koyan düşünüşün niteliği, ikincisi eylemin sonucu ve başarısıdır. Siyasi etik ise, siyasetçilerin/iktidarı ellerinde bulunduranların karar alma süreci ve faaliyetlerine rehberlik eden ilke ve standartlardır. Bu çerçevede siyasilerin kamusal alanda belirleyecekleri karar ve politikalarının siyasi etiğe uygun olması beklenir. Çalışmanın araştırma problemi; siyasi liderler, toplumu ilgilendiren bir konuda karar verirken; eylemin başından itibaren etik ilkeleri dikkate alarak mı hareket etmelidirler yoksa ulaşacakları sonucu ve faydayı mı esas almalıdırlar? Nitel yönteme dayalı çalışmada literatür taraması yapılmıştır. Etiğe ilişkin kavramsal çerçeve ve teorik altyapı, siyasal yozlaşma, siyasette etiğin imkanı ve siyasal ve yönetsel alanda etiği teşvik eden unsurlar çalışmada ele alınmıştır.

Ethics consists of rules that evaluate the behaviours and preferences of an individual ast right and wrong. There are two main tendencies that made human actions valuable or invaluable. One of which is the quality of thought, posing the action and the other is the result and success of the action. Political ethics are guding principles and standards in politicans/people in power activies and decision-making processes. In this framework, decision and policies determined in public sphere are expected to be compatible with political ethics. The main problem of this study to find out the question if politicans, when they are to make a common decision, pay an attention to the result and benefit or they act in accordance with the ethical principles from the outset. Literature is reviewed based on qualitative method. Conceptual framework and theoretical background on ethics, political corruption, the possibility of ethics in politics and issues promoting ethics in political and administrative areas are examined.
