Social security has important clues About the development level of a country. Lots of studies have been done in order to increase the Effectiveness and the efficiency of social security system but social security institutions can't reach the level of changing ages and meet the human need. Many regulations were made relating to social security system in Turkey and The World. One of them is individual pension system. The purpose of this system is to help the Social Security Institution, reduce the burden on the budget allocated to social security support contributions and provide more welfare in the time of retirement. Our study firstly focuses on definition of social security and financing methods, public-private financing methods and mentioned on the application of the private pension system in the world and Turkey and then the effectiveness of BES will be examined in Turkey as a result.
