Regarding the social and political agenda of design in the twenty-first century, empowerment has become a significant topic that prompts inquiries into design roles, responsibilities, and subjects. This study aims to examine how participant empowerment unfolds in participatory design (PD) projects. To trace the initial engagement of empowerment studies in design, the origins and ideals of PD were articulated. The design empowerment studies were then investigated to identify the current position of the phenomenon. A theory-based evaluation approach was adopted to systematically examine the design empowerment process and outcomes and their interrelated cause-effect dynamics. While the elements of this approach established the primary structure, the study's output was an evaluation framework that serves descriptive purposes. This framework was developed to assist researchers in conducting or evaluating empowerment-oriented projects, and to advance the design empowerment body of knowledge by clarifying concepts, indicators, and evaluation procedures.
