As a sector with a high economic potential, tourism is one of the most important
political tools to combat economic problems, especially for developing countries and
tourism demand is highly flexible. However this sector is also very fragile, open to
internal and external influences and a multi-actor field of activity. In this respect, the
scope and quality of freedoms in a country have the potential to affect perceptions
and preferences of tourists. Thus, they can have a long-term impact on international
tourism demand to that country. In this study, the effects of rights and freedoms in
Turkey on international tourism revenues and the number of international tourists
are examined by using ARDL bounds testing approach. The results obtained indicate
that civil and political rights, freedom of the press and the rule of law, which
guarantees these rights and freedoms, are long-term determinants of international
tourism revenues and the number of international tourists.
Yüksek bir iktisadi potansiyele sahip olan turizm sektörü, özellikle gelişmekte olan
ülkeler için ekonomik sorunlarla mücadelede önemli politika araçlarındandır. Fakat
bu sektör aynı zamanda oldukça kırılgan, iç ve dış etkilere açık ve çok aktörlü bir
faaliyet alanı olup, turizm talebi oldukça esnektir. Bu yönüyle bir ülkedeki özgürlüklerin kapsamı ve niteliği, özellikle turistlerin algılarını ve tercihlerini etkileme potansiyeline sahip olmakta ve o ülkeye yönelen uluslararası turizm talebi üzerinde uzun
dönemde bir etki yaratabilmektedir. Bu çalışmada, Türkiye’deki hak ve özgürlüklerin
uluslararası turizm geliri ve turist sayısı üzerine etkileri ARDL sınır testi yaklaşımı
ile araştırılmıştır. Ulaşılan sonuçlar sivil ve politik hakların, basın özgürlüğünün ve bu
hak ve özgürlüklerin güvencesi olan hukukun üstünlüğünün turizm gelirleri ve turist
sayısının uzun dönemde belirleyicileri olduğu yönündedir.
