Abstract:

Many countries around the world have been exposed to natural disasters for centuries. Each country has its own in-house policies for the most needed shelter and reconstruction after the disasters of time and duration. The subject of this study is to examine the reconstruction studies of countries in the face of earthquakes in the world. With this study, comparative analysis of countries is aimed to be offered the most qualified reconstruction strategy against disasters. In this study, the relationship between government support and community participation within the scope of earthquake management is discussed; China, Chile and Turkey were selected for detailed examination. The most effective and closest earthquake of each country has been investigated. After the earthquake, the laws and regulations issued by the government within the scope of the restructuring program were examined. All properties of temporary residences built for housing needs are discussed. Each country is selected as a model for the earthquake management of the city, the permanent housing and reconstruction has been examined within the scope. In the discussion part of the study, in the light of the data obtained for the three countries; Temporary housing and permanent housing-urban design table was discussed in the context of comparative analysis. As a result of the analysis, there are inferences about temporary-permanent housing strategies and urban design proposals after a possible earthquake. As a result, this thesis study covers the content, scope and approach of the design decisions to be given within the framework of the housing and reconstruction of the city after the earthquake which can occur suddenly. With this study, it is thought that it will contribute to future studies and the strategic decisions to be made in terms of discussing international earthquake management policies in the literature.
