Tamer Akan was born in 1972 and grew up in Subaşı, a town in Karamürsel, Kocaeli. He graduated with honors from Istanbul University, Faculty of Science, Department of Physics in 1994. That same year, he began his academic career as a Research Assistant at Eskişehir Osmangazi University (ESOGÜ), Department of Physics. He completed his master's degree in 1997 and earned his Ph.D. in 2003.
In 1997, he contributed to the establishment of the Cold Plasma Laboratory at ESOGÜ, where he conducted experimental studies on various types of plasmas. He has held research and visiting faculty positions at several international institutions, including:
National Institute for Laser, Plasma and Radiation Physics, Bucharest, Romania (1998)
Ovidius University Plasma Spectroscopy Laboratory, Constanța, Romania (2003)
Old Dominion University, Research Center for Bioelectrics, Norfolk, Virginia, USA (2006, as a Postdoctoral Researcher and Visiting Faculty Member).
On January 6-7, 2003, he participated in the "Thorium-Fueled Nuclear Technologies Workshop" in Eskişehir, led by Prof. Dr. Engin Arık, and was part of the Reactor Systems and Fuel Cycle Research Group.
In 2004, he served as the Head Instructor at the Turkish Armed Forces Erzincan Mehmetçik Study Center. He became an Associate Professor in 2008 and a Full Professor in 2014.
He has been involved in numerous research projects, including:
- Two United States Air Force Office of Scientific Research (USAFOSR) projects
- One American Dental Hygiene Association project
- A collaboration with Ovidius University
- 20 national projects (as researcher, manager, or advisor).

2002: Received the Turkish Physical Society (TFD) Most Successful Study Award
